The biggest factor is consistency on your part - saying the command clearly each time, and minimizing the other chatter that could be confusing him.

Also, dogs have short attention spans and get frustrated too, try keeping his training to a maximum of 10 minutes then take a break for a while before working with him again.

good luck! Can someone give advice about dogs?
it sounds like you both have some learning to do!

I would enrol at an obedience school. Dont go to any fancy ones, just your local one will be fine. They keep the cost down by having volunteer trainers, so it really is quiet cheap. You and your dog can start at any age and they generally hold classes once a month. Even of you just go for a little while to learn the basics, it will be well worth the effort. Not only do they teach you obedience, but they have fantastic activities like fly ball which you and your dog will love! These things strengthen the bond between you and your dog and you have the chance to become a really great team. It keeps you and your dog fit and he will love you for it!
Clicker training is the absolute best way to go. You can do it yourself, or go find a trainer who does it. First you start off my clicking a clicker and giving the dog a treat, so they associate the click as a good thing. it's just training them by association. then all you have to do is wait for your dog to do something you want (ex: lie down) when he or she does it, you click the clicker and immediately give it a treat. soon it will get so used to it, it'll do it all the time! then you add a verbal clue (lie down, down) and just keep repeating that. for harder tricks you might need a little bribing, but they easily pick up on it! You can get a book on tricks to do, and just add the clicker to it. I never went to a trainer and my dog knows sit, stay, down, come, leave it, beg, and heel. let me know how it goes!!!
The best advice...find a local dog training club (NOT a petstore) join and take a couple of classes....

This is the BEST way to learn...
